ISP Problem

hello,
At this moment i am using 2 different ISP for my internet connection.
One a fixed (wired/optical) from "TELKOM Indonesia" and the other one i am using now is from "Hutchison CP Telecommunications, PT" we simply call it "3 / THREE" here and this is a usb/mobile modem.

At this very moment i make this post i am using the "3". I notice that if i use this ISP many websites stop me from accessing their page or atleast i will be halted by cloudflare including epicnpc.com

Can any admins here help me? what is wrong with this ISP? i guess you guys can see i usually login using those 2 ISPs. Is there any way out from this strange behaviour of my ISP? i cant access many secure website with this ISP. what i have done are :

1. I called the Hutchison CP Telecommunications, PT. and ask for a clarification about this their answer was "just use it dont touch anything"
2. I check everything in my PC, and this thing also happens if i use other laptops as long as i am using this ISP

I checked using iplocation.net (you can edit this out if not allowed), that website can read my IP and location so what is the problem with this ISP? does the hutchison relay my connection to their server abroad or what? i need an insight.

I appreciate any help or explanation about some probable cause.

This is the first time I've ever heard of someone not being able to load https pages over their ISP.

Since it happens to all sites, I would imagine it's either the IP address, ISP provider or your security settings.

Test #1: Change your IP address and see if it still happens. Turn off your internet connection, reconnect and it should give you a different IP address.

Test #2: Check your modems security settings. Normally you go to http://192.168.1.1/ and this will load a login page for your router settings.

Test #3: Check your computers virus/firewall setttings. If you're running any security software, check the settings to make sure https is not being blocked somewhere.


If all of this is working and the settings are correct, then I'm not sure what it could be.
 
Security setting, etc. are the same for both ISP. FIrewall, antivirus, internet security all no problem. Out of curiousity i tried to login into paypal and internet banking.. both account were locked instantly. after i called both paypal and my bank, they said its because i connect using "high risk connection" and the other one said "your ISP is not safe". well i think this is beyond my capability. i'll just change my mobile ISP provider after my subscription perios is over. For most its still cloudflare caught me when i access the pages. too bad because this is the fastest ISP i have here. But faster is meaningless if i cannot use it for my primary needs.

Thanks for the suggestions, i tried them all and just dont work for this ISP. because it seems that the ISP itself which is having problem.

That's definitely an ISP issue. Is sounds like either the whole company or perhaps a large range of IP address has been black listed as is considered unsafe.
