So If I'm selling my account, and someone pays me through paypal. I recieve the money in my account, send it to and other paypal account, will that stop a charge back?

Nope, it'll put your first account into negative and then once PayPal realizes that you tried to evade a charge-back they'll probably reverse it themselves.
