What is the dispute about?
I was scammed $40 he send a screenshot of his account being verified by a mod
Other details / notes:
He said we can do half and half for the account but he wasn't even the person that posted it when I asked him to get it verified by a mod he then sends me a screenshot of the mod verifying him. With that, I trusted him and did the half and half sending.

The user is already banned. That message from the mod is faked. We do not verify ownership of game accounts unless a dispute is involved. We do not verify user accounts, the only verified accounts are ones that have the badge. If a no repped user is claiming to sell an account from someone else’s thread then it is a scam. Recall your funds from that user he is a known scammer.

Edit: Also if you look closely at “Angel” and the Angel image you can see that it is fake, it looks like someone has pasted a lower quality image over the top.

is there anyway I can recall my money back I send Paypal some proofs and stuff but I do not know if I'll get my money back

I send my money from bank to Paypal and to the scammer so technically through Paypal? I'm not sure

Basically if you had the money already loading into your paypal account when you sent the money then it was only sent through paypal. However, if you sent the payment and the money went straight from your bank account to the person then you paid from your bank account.
If you paid directly from your bank then you can dispute the payment through your bank if paypal decides in the scammers favour.
