Scam, Easiest way to tell is it has horrible grammer! " You can log Web site application, we will be lucky players randomly"

Also, if there are links, never click them unless you requested a password reset or something specific.

If in doubt try to navigate through your battlenet account manually to find the section, but never, ever click those links and log in :S

These are all obvious attempts to gain your account information.
 
Three great ways to tell if an e-mail is fake:

1) Copy the link, if it's a hotlink, then paste it in a text document. The actual link should be posted, revealing just how much of a scam it really is.

2) Blizzard will never threaten to ban you if you don't do something. They will just disable your account and send you an e-mail telling you to contact the wowaccountadmin, accountservices, or call them over phone.

3) They don't give stuff away in e-mails with the requirement being you must go to their site and enter login information. If they give something away, it appears in your mailbox.
