Doesn't matter, there is still a chanse that you can recall the money from PayPal, go to resolution center and write a good story.

Be careful dealing with someone that use a email that ends with @abv.bg
It's a known scammer and this scammers email always ends with @abv.bg
You could just click ''Location info'' that you find at the bottom left and then you can just go to http://whatismyipaddress.com/ and check the IP there if the user use a proxy or not.

That shows their ISP (internet service provider) Normally this should be something like Verizon, Comcast, Roadrunner or something along those lines. If you go to that domain you should see a normal internet provider website.
If it's a proxy or VPN, the domain will be a webhosting company or something else. That's how you know if they are using a proxy/VPN or not.
The country is listed incase you want to verify a phone number youself. If the country is listed as USA, but they give you a number from Romania, then you know something is wrong. You can also check the Paypal country to see if it's a match with their forum account. That will help in cases where the Paypal account is stolen.

Ah yeah, thanks. I was confused because Hellscreamer said to see here --> What Is My IP Address? Lookup IP, Hide IP, Change IP, Trace IP and more... and there you need the IP

Yeah you copy the IP that you get from Location Info button and paste it on that website i provided and you can see pretty much if they use some kind of VPN/Proxy. EpicNPC described it very well.
