I would be wary of this seller.

He will say he has multiple offers of X amount on each account, but a quick check on playerauctions (where he has an account) will show it at a much lower price. He also has quotes of higher prices than similar accounts on PA.

Either he is trying to scam people, or is just terrible at negotiating prices.
