I think Mona would be better here as Hu Tao ult scales quite high and would benefit from the damage boost that Mona's ult gives. You can take a chance for 50/50 with the amount of wishes available + an extra 9 at least (5 from shop reset in 2 days and 4 from primo rewards for BP)
