I think a simply answer would be to buy from a trusted seller.

Any game platform has a risk with buying accounts, if you're not getting scammed then you're probably getting banned.

With Blizzard, I don't think they ban people for selling/buying accounts to my knowledge and thats to a certain extent.

To fully secure account you'd change email and password obviously. If there's any other security measures on top of that such as 2 factor authentication, you should enable that too.

If the account had previous transactions, its highly possible that blizzard would side the original owner as they can verify all the purchases etc.

To mitigate that from happening, just buy from a trusted seller.
