How to recall my money via paypal after being scammed?

Well earlier this week I bought some powerlevelling from a fellow Markee Member. I was much too trusting by his 30+ Feedback on his forum ID. After sending payment he stopped all communication with me (ignores IM's + Emails) and has not touched the account. I sent the payment under "service". If I cannot get my money back it is not the end of the world, only $60.. but still $60 that this guy does not deserve. So basically my quetion is the best way to successfully recall my money back from paypal?

Should I simply file "Item dispute: I did not receive an item I purchased or the item I received is significantly not as described" and explain what happened?

Anyways, I would appreciate any help in this matter.. and I'll be sure to protect myself better next time.
 
if you logged in literally 3 mins later (according to the post timestamp), how has there been no IP conflict of notice of a shared IP? <--- curious.

while it maybe possible to recall your money depending on how the user in question processed / secure himself (e.g. stating that it was a virtual item in the dispute etc...), you are better off attempting to talk to him or file an official scammer thread to get his attention (in the scammer section of the forums) so an admin can notify him and request that he responds.

i honestly think your order just got lost (trust me, it happens), see what happens once you have posted in the scammer section.

could not tell you about the IP thing to be honest, I am not the most tech savvy guy in the world. I will make a post in the scammer section. This guy is completely ignoring me.

I'm pretty sure you have got to login the same computer with two accounts.

I don't think they match IP's.
