How to give someone reputation if they don't accept a transaction?

It seems that I've just been scammed by a TWV member but I can't figure out how to give negative rep without him accepting the transaction.

So how do I go about doing this?

So if you don't open a transaction before you're scammed you're just [censored]? I figure i'm gonna just eat the loss but it sucks that people in the future that are gonna deal with him won't see what happened.

Don't follow through with the trade/whatever if they don't open the transaction with you.
