How to dispute on paypal?

Hello, first of all sorry for posting in this forum, I didn't found any help or off topic forum, so I thought this might be a good place to post. I recently had an issue, where I purchased an item through paypal, and I got nothing - blank file. I saw that paypal has a dispute system, but I don't know how to properly put a dispute on someone, do I take option of that the item arrived unfinished, or that the item haven't arrived at all. Maybe someone has already went through the process and could give me some tips, thanks for any kind of help in advance.
