How to create a sticky thread?

Been looking through the pages on this help section in the forums and can't seem to find the answer. To create a sticky post, or change a existing post to a sticky one, is there a requirement or payment needed?

I am asking about this because I want my post to become a sticky thread.

You will have to pay monthly but price varies depending on the forums post amount.
Also each forum are restricted to max 3 sticky threads so if the forum you want to stick your thread on is full
then you will have to wait until someones decides to stop advertising and a spot is empty.
