how do i only enable trade guardian with zero price set(?)

hello i wanted to know how do i make it only trade guardian since i'm trying to open wuthering waves top up service
i'm reffering the image below

i don't know how to describe it since english isn't my first language

When you create a Trade Guardian transaction you will see some options at the top to enable/disable it. If you select nothing, then that button will appear.
