I don't think it is possible to recover the account since Mihoyo prohibits selling/buying accounts.
I contacted customer support to ban the account to prevent the scammers scamming other people.

Yeah, there are too many impostors and scammers these days.
There are too many scammers these days... The account just got scammed and gone...
