You have to get phone verified then you can make it in the CSGO topic. It should be a box at the top of the window letting you be verified.

You could either message them here or if they have a discord do it there. Just say "You got any trade banned account?" It takes time for sure but it can be worth it. Also make a post about buying with what you want, your budget, and your discord.
