Help with the reason why someone got banned

So I was looking at the profile of this seller where I wanted to buy something off but he suddenly got banned, the reason was his other account got banned for "failed to verify" could someone explain to me what that exactly means? and if there is a possibility for him to get unbanned?

A report was received against this user that he was trying to sell accounts he didn't own. Essentially copy/pasting other seller's sale info.

We contacted the user to verify he had access to the account he listed for sale and he could not do it. He was then banned.
