Hello, I have 1 Collector's Edition account with 6 level 70s and a second account with 3 level 70s on it.
They are all on a PVE server, all have transfers available, and I've never had any warnings/bannings/etc.
My "main" was my druid, he's the most decked out in PVE gear:
