Got my google account disabled when I sold it, what to do now?

Simply the title, I have been buying and selling accounts for quite some time now. Even before discovering EpicNpc, I was still buying and selling accounts and I have just had my first and weirdest thing happen to me ever. I sold a gacha account that was linked to a gmail account, so obviously I gave the gmail (it is a dummy). The person who bought the account, logs in and then the account gets disabled from google, my only theory on why that happened is because he was using a VPN to a location that google did not like very much (he did tell me that he was using a VPN). What am I supposed to do now? I received the money, I did do an appeal to try and get the gmail back from google so I can give it to him again but what if the appeal gets rejected? Am I supposed to return the full money and just lose the account that was worth $40 or so? Or do I return half because it was mostly the customer's fault (legit never had this ever before btw). I super perplexed honestly. Any tips would be really helpful, especially it is from an Admin or a middleman who seen this before. I did inform the customer that I would obvs give the account to him when I get it back (if google does give it back), and he told me to keep the money for now.
 
When you registered the Google account it would have required a phone number. You should be able to re-activate it using that and the device you used when you created the Gmail.

If you cannot do that, then a refund should be issued to the buyer.

Locks are the responsibility of the seller. Normally they can be unlocked in a few minutes using the original data/device, but if the seller cannot, they would be responsible.

Don't worry, I got it back and gave it to the customer. I am happy and customer is happy.
