You didn't complete the verification process and I've refunded you the $10 fee. If you want to try again, make sure to click the link back to the forums. It should take you to the Phone verification page. I think you clicked "back" since it took you to the Paypal payment page.
But again, EpicNPC verification doesn't add anything extra for you since you're already TWV. If you changed your email, you need to re-activate your account. That's probably what happened when you couldn't post.
