Describe the problem:

Bought the account from Dusselbert on 22 July, 2023. Paid via Paypal F&F. Today, I am no longer able to login to the account via the email & password I changed the recovery to. I used the username and "forgot password" and can see that the recovery information has changed to an email I don't own or recognize. He is the original owner, and has recovered the account. I expect to eat the loss, but I will open the dispute and at least give him the opportunity to fix it or get him banned. I messaged him directly first and was ignored.

I didn't even see that. Good catch. Yeah I figure I just burned my money. Oh well
 
They published it days before you made this dispute, so it's likely that you haven't had access for days, so... yes, they can ban the person because they didn't respond and they've been online and they also re-posted the same account
 
Yeah I posted it after I noticed I couldn't log in and he ignored my messages. He hasn't logged in since then. Maybe he won't ever again.
