Other information: Seller messaged me on EpicNPC through the messenger with an account offer in response to a looking to buy post. After confirming they received the payment they failed to deliver the account. According to their profile they have not been seen online since the time this occurred and have failed to respond to any messages or emails sent in attempt to contact them.

What is the dispute about? Failure to deliver an account after receiving payment.
Other details / notes: Seller also had a second paypal account (same PayPal name, but the email was one character different). Payment was initially sent to this email by accident but was refunded so I could send to the correct email, which seller stated they received.
