why i can't mark threads as sold?

you should be able to, everyone has the option turned on. Just click Thread Tools and select Mark as Sold. It obviously has to be your thread to get that option.

It appears there was a 2nd permission with the forum prefixes I needed to update when I created the new usergroup. Its been fixed and the Sold option is now available.
