For Trade Guardian offer, can people offer higher than the set price?

I had always assumed you can only offer lower, so my question.

I'm not sure why anyone would offer more, but they can make any offer they like.

Ah, it's only when I don't know how much I want to price my account for.
Preferably I would rather being able not to input any price when I let people offer, but putting too low is likelier to get me spammed with the filler price.

Normally I tell sellers to enter a high price and let people make lower offers. If someone accepts the higher price, that's great for the seller, but if not, they can get lower offers as well.
