IF I live in NA and purchase a EU account I read you cannot change region.

Are you charged in euro's as well? What steps can you take to make this EU account as close to yours as possible?

 

I was in the same situation and the cheapest way I've found is to buy game time cards from a place that will e-mail the code.

This is correct, you cannot change the region of the account. The steps you can do is buy crysta through your mogstation via paypal directly from square enix. Square enix will charge you at the Euro rate and paypal will charge you at the amount that those euros would be in USD.
