Yes it’s still for sale, it would have those limits if you add your own payment information after purchase after 30 days or so once you have signed up for Tilia, to sell one with tilía approval on it would be like giving someone your Own personal information Which is kind of dangerous considering linden labs require things like passports and tax documents uploaded to approve a tilia account. you can however put your own info on and get your own tilia approval
