False negative feedback from BANNED user ICON561

I opened a scammer dispute hoping it would remove my false negative feedback. The person who left the feedback was eventually banned. I paid his $211 USD and he was supposed to give me all info for the account, and then I was supposed to send the other half of payment Goods and Services. Well the problem is I sent the money as you will see in pics. Once I did that he claimed paypal told him the money is on hold until Feb 8th. The pics will clearly show the money is released. I went on epicnpc to leave him negative feedback. Before I could I see he left me one star and called me a scammer. I have all positive feedback except for the false 1 star feedback he gave me. In the line app conversation pics you can see his Line name is "L254LIFE." He is so ignorant that he uses a screen shot of someone talking about that name as being a scammer when he tried to open a dispute against me. Anyway please look at pics below. Thank you

The very last pic clearly shows he became a ghost once he scammed me for my money and stopped responding. Before he had my money he was responding promptly.
