You may not purchase, sell, give or exchange an Account, or make such an offer, and any attempt shall be considered null and void. Any distribution by you of your account and / or your login information may result in suspension or termination of your account.


So when he bought the account he took full responsibility.
I sold him the account and the account got ban so it's not my fault
And he told me that I was scammer when it is not the case

Sorry you are saying its banned hes saying you never changed information like email. which is part of selling an account here.

Feedback is was too old to delete. we can try contacting him, but if he does not respond it will not be deleted.

This information has no bearing here. All game makers do not allow you to sell an account so to claim this rule has no meaning here.
