Is eligble to receiving the NEW returning summoner rewards (runes+scrolls)
has not cleared rivals yet so there are 45 extra summons waiting there
are on global server
Accounts with these factors are very hard to find now because most people have not stockpiled them for years like me,
your common LD farmer will not being able to guarantee the returning/new summoner buff because their HIVE IDs are old, but they login everyday to reset.
