For DOT/BE scaling character builds, I will give the BASE EHR and BE for them (I don't care about the rest like Sampo, Guinaifen, Pela, just know they have enough, and you can always rearrange relics):
Kafka has 53.6% EHR
Black Swan has 116.5% EHR
Silver Wolf has 124.4% EHR
Ruan Mei has 173.4% BE
Gallagher has 137.3% BE
Firefly has 200.3% BE (she is speed tuned to go 3 times in one cycle, breakpoint is 153+ speed)
