For 100.000g on EU Outland Alliance I can make a considerable discount since is a high amount and I can charge only 44 euro ( 0,44 e/k)
About your second question. I can't say there is no risk , however to reduce this risk you can put 6 items in trade window Green / Blue / Epic trasmo Armor or Weapons or Pets and use Trade channel before we trade so Blizz will see this more legit.
Also to reduce even more risks I recommend to not trade or gift any of the gold you buy any soon to anyone or Blizzard may see you as a re-seller instead of a buyer (they usually ban sellers not buyers)
Use it to buy from vendors , from AH or some items some times on trade and do NOT tell anyone you brought gold , not even your closest friends
Most of the customers I had in long time claimed they didn't had any problems and very few claimed they only received a mail from Blizzard but nothing else happened.
From 2011 until now in almost 4 years of selling I only saw 2 customers among hundreds banned and even in those cases the reason wasn't so clear in their mail since they were also botting or cheating In the game.
So lets say the chance is less than 0,2 % to get banned and around 1 % to get a simple mail from BLizz telling you they know you buy gold
