Provide information about the dispute and what lead to it: Epicmmogold first contacted me via PM on Epicnpc claiming to have an account I was looking for. Terms of sale were agreed upon and $50 was sent to their paypal. I agreed to give them 12 hours to gather the account information and transfer the toon and email me all the information. THis morning, after 13 hours since payment was sent. no contact had been made from seller or communication made to indicate trouble processesing my account and sending me the information.
Since the user was non US non verified Paypal user and no rep. here on EpicNPC, I simply opened a dispute via Paypal. Shortly after opening the dispute I get contact from Epicmmogold via skype. Claiming there was an issue on their end, it was their fault, blah blah blah... I simply requested them to refund my money, they agreed. However, no money has been refunded yet and now in the paypal dispute message box they are claiming I tried to scam them.

Seller has not delivered the goods electronically with in the 12 hours from sale as we agreed. I am opening this dispute to protect myself as the seller is a non US, unverified Paypal user. I have not been contracted by the seller since payment was made. I would like the virtual goods to be delivered as promised or refunded my payment. Skype communications cab be provided upon request showing terms of sale.

No attempt to scam your account system was ever made because shortly after the 12 hour agreed upon completion time for this transaction I opened the paypal dispute... not in the next '20 minutes' as you claim. You already said that... Please refund my money like you said you would do via skype, log of conversation can be seen above. If I am not refunded by 1/20/2013 15:49 PST I WILL escalate this dispute to a PayPal claim. Paypal will then review the transaction information, I will provide them with screen shots of the conversations during the attempted sale and they will make a decision.
Please do not respond to this update with another repeat message that helps no one.

Did you do any background searching before the transaction? Yes, no feedback/ new user.. I took precautions, did not send payment as gift via Paypal. Was not able to verify if this seller is indeed working with VB. Was hoping to set up multiple transactions with seller but not after the way this deal is going.

Approximately how many transactions have you done on EpicNPC? 60+
I will keep update as things happen, I am hoping they will just refund my money as they claim, however based off the paypal conversation is does not look that way. In which case I will raise this dispute to a claim and providing all the facts to Paypal I will get my money back.
Just wanted to give the community a heads up as I think this person was looking to start dealing on EPIC NPC. Please notify this seller and I would love to hear what else they have to say.
