Provide information about the dispute and what lead to it: he gave me the Steam account username + password, I gifted money. He tried to fake that he only received $13.xx, accusing me of using goods and services. When I screenshotted that I used gift and paid fees myself (total was something like $15.7x) he said "oh ok", gave me fake (four digit) Steam guard code, and a username and password to a Hotmail account that does not exist. Then removed and blocked me on Skype.

Other proof: Well that account doesn't exist on Hotmail, as shown in the screenshot in the chat log. His paypal is Non-US and unverified, while his skype location is NY, US. I removed the links in the copy-paste chat log because I don't have enough posts here to add more than three links.
