Drazmic43 has been reopened. please post screenshots of all chat logs, skype profile and how you know account is banned and why is it banned. I assume you recovered it.

I have hid the pictures as they include sensitive information.
Since the user caused the ban by his actions, no refund is owed. Breaking rules, scamming people ingame and theft are his fault not yours to step in and resolve. A ban will issued if dispute is not cancelled.

Account was flagged and suspended when logged on and he wouldn't give a proper photo id to recover it. blizzard required photo id + face next to it and a thing to show the date

I mean I would've given it back had you just met your end and given photo id for recovery

After conversations with paypal, they have verified that he had committed fraud and they fixed the negative balance he has caused my PayPal account. Although the negative balance was fixed, there was a balance previous and that will not be refunded to me.
