I am the first and only owner of the account. You will get full access to the UPLAY account, the email associated with it and you will be able to change the passwords and email after the purchase. I've preordered the Division 2 + Warlords of New York expansion and played since day 1 of the expansion release. The character is level 40 with quite a few gear+set items, which is enough to do Normal / Hard Missions / Control Points and prepare further for the Challenging / Heroic / Legendary content.
Update: Here are some aspects that I've been asked about both regarding this account and past Division 2 accounts that I've sold:
