Why purchase:
Skip tedious grind. There is a period between WT1 and WT5 in Division 2, where it is not optimal to start building a character. Going through that period takes 10+ hours.
More time to play. Refer to the point above, faster access to playing the game with your own style, rather than having to level up a character (takes 30+ hours).
Better access to content. You can always create another character (and/or delete off the leveled character), but leveled account provides access to otherwise "hard-to-get" secret vendor (aka Cassie) items that sometimes requires months of waiting between rotation.
