Yesterday Valve made an update to CSGO trading which restricts re-trades for 7 days.
This means if you receive an item or skin via trade, you will NOT be able to trade it again for 7 days.
Valve stated this is to help with scams as many times compromised Steam accounts are stripped of items and traded quickly to multiple accounts.
