Full disclosure: I bought this account a couple of months ago from someone else who was unable to change the phone binding on this account. I was told it was non-working/dead and wouldn't be a problem. It has been months since then and I have not encountered any issues thus far, and have also spent money in the account. Email and everything else can be changed/bound but just not the phone number. I'd like to guarantee it will be safe but obviously I can't say with 100% certainty, so there is a small amount of risk, which is why I'm selling for relatively cheap. It is also verified already.
