I have access to 3 client partner accounts that have access to a panel which is a direct line of communication with a Facebook/IG rep. No matter what issue or request, you will get a response from a rep within 24 hours to the Email address you put in the request.
Through this panel Username Claims, Merging, Restoration and Verification claims are done. In regards to Username Claims, restoration and merging you will have no issues as you can do multiple requests if your first request does not go through. They will also tell you exactly why you appeal got denied and what to include in the next submission.
If you are or know some sort of celebrity/influencer the claims will go through 100%.
Verification is a bit trickier and it involves you or the person you are trying to verify knowing a real rep you can include in the request. So this will not work for you unless you are a real influencer and also know actual fb/ig reps.
However I also have the known methods of getting illegitimate requests to successfully go through (using SE, fakes ect)
