Basically, what they want you to do is list your account on their website forum, and if someone is interested in it they'll buy it from you and sell to them. I assume they up the price so they make money off it also. Mainly because they tell you not to list a price or your email, and if someone is interested to refer them to their forum admin. If they feel like they can't make enough money or it won't sell fast enough, they're going to tell you it's too expensive. They don't really buy accounts, they just middleman and collect, but they don't want to middleman until they know they have the money for it.
They tell everyone they want too much money for whatever they have. They claim to sell gil at wholesale prices also, but the reality is $1-$3 less than the going price isn't necessarily "wholesale," that's called competitive.
I had a 75 WHM with 90 something cloth I was trying to sell, they told me they would buy it. All I asked for it was $150-$200, and they told me that it was too expensive. When gil was $30 per mil, I inquired about their price on it and was told they could sell it to me at wholesale of $28. When I told them that $28 isn't really wholesale, they told me I was cheap lol.
