Can't post in 'Clash of Clans' sub-forum?

Today I decided to trade my account in Clash of Clans. But there is not a 'Start new topic' button. It is in all other sub forums, but not this one! Help please!

Have to get ID verified to use clash of clans, alot of scams there so you have to be id verified to make threads there
