you can buy c1/c2 Noelle at that price. C6 Noelle probably has at least two 5*
 
Boss please do not post in my thread trying to bash me/my offer. I have bought three c5-c6 banner character accounts for <30. The market is absolute trash right now thanks to those AR7 ( and the "newer " AR10 ) reroll accounts. No single 5* is worth more than 10$ (most outside of Keqing, Diluc, and Klee ) being sub 5$.

You also need to keep in mind, unlike other banners, you are literally guarranteed a c0 Noelle on each roll. Hit 2-3 on the banner, and bam c2-c3, and the account really isn't worth anything, and most will just scrap it.
