You must have all account information. This includes the Account Name / Password / Full Name / SQ/A / Current Email Address
I'm currently spending up to $200 USD for 70 - 80 WoW US Accounts. When contacting give me the character armory, amount of gold of the account, transfer status, and the amount of gametime left on the account.
For accounts less than level 70 I'll spend up to $40 USD. Unless you have a character with a lot of vanity items I won't spend any more.
