Why is the bitcoin payment timer only 15 minutes?
My payment failed even though I instantly sent the payment with higher priority fees.

It easily takes 25-30 minutes to get the 1. confirmation.

How will I be able to get a refund now?

The 15 minute timer is for sending the payment only, not for confirming. As long as you sent within 15 mins, you're good. Confirmations can take as long as needed and the transaction would still process after 2 confirmations.

If the transaction has 2 confirmations and you still didn't receive what you bought, then the issue is probably wrong amount sent. If that's the case, an admin will contact you later today to fix it.
