Must be in SC bag, or on a fighter/glad in Isya (NA server).

Any level under 105 is fine, the closer to 105 the better.

Also, the character doesn't 'need' to be on Isya, as long as the DB/NB axe skin is in the account's SC bag, that would be fine

But if the axe has been used on a character it would need to be a fighter on Isya (even a knight is fine as you can class change to glad)
