What is the dispute about?
He is a scammer that changing nickname at forum and discord account to scam more people and don't want to responsible to hacked account that he sold.
I bought this account for 250$ and it's a hacked account, the seller don't want to be responsible with the account.
i have full proof of chat that we made in discord if needed.
i scared that many people got scammed by him since he changing discord and nickname so often.

I hacked the account and Its from Australia as you said? Post the purchase history of steam account here. Post added funds history from 2018.

Since you don't have access to old phone number and steam guard, i cannot secure the account that i bought, either account information.

The seller never told me that he tried to change details.

1. How is that a proof that its a hacked account? That's steam asking for proof of purchase cause it just logged in from new device and you try to change details immediately.

If admin here knows steam very well, must've known that its usual problem with accounts that have purchase history, that you can't immediately change email or remove phone number unless its done from a familiar pc or recognized device. You were just so impatient, i even gave u the precautionary measures before i sent you account details.

How can i trust you? when someone trying to login to my account from AUS, i didn't change any detail until last hour as you instructed. But someone trying to login to my account that you said don't change password for 10days. And later you said it was you? lmao. bottomline, if you aren't willing to follow seller's methods, then you shouldn't probably proceed.

30mins after purchase you told me you trust me and you were willing to follow the instructions i gave you.

The issue here, is you accused me of hacking the account, and saying i sold you a hacked account.
You know i wouldn't try to log in to check to see if you already changed details, if you were actually willing to wait and didnt keep bothering me telling me why it cant change email yet, where i explained it to you in the first place why it can't and you agreed to wait til it can.
