I paid and did not get the account

TL;DR:
Paid for the account, spent over two months trying to gain full ownership. Got locked out, seller stalled and stopped responding. Suspect the verification codes he provided were fake. No refund, no access. Be cautious.
*At the very least, only buy from him if you can guarantee full ownership of the account immediately after the transaction—or have a trusted third party involved to help secure it.

A shortened version of what happened:
I paid and initially got “access” to the account, but I couldn’t change the password—likely due to logging in from a different IP, which is fairly common. I spent two months trying to change the email with no success, and eventually lost access altogether. So I asked for a refund. After all, I paid and ended up with nothing.
I suddenly got logged out of the account right as I was asking him for the verification code that’s required when changing the email. It seemed like someone else either changed the password or tried logging in from another device.
Every time I asked him for a verification code, it always took him 4–10 minutes to respond, which already made me suspicious that the codes might be fake. Then, when I lost access to the account, he sent me a screenshot of an email showing the password had just been changed. I noticed that the code in that email didn’t match the one he had just sent me. so yeah, something clearly wasn’t right.
When I asked for a refund, he kept stalling, saying he was waiting to hear back from Hoyoverse. No screenshots, no proof—just vague claims. As a customer, that didn’t exactly inspire confidence.
He even mentioned that he’s a student and it would be hard for him to come up with that kind of money quickly. I was honestly baffled…like, what? I literally just sent him the money not long ago. Why would that even matter? It’s not the buyer’s responsibility to consider that.
He said he’d follow up or even offer a partial refund if they didn’t respond within 10 days. (Partial refund? For an account I never truly had access to? Sure…)
I even asked him to confirm what he told me on Discord by repeating it on EPICNPC. He refused, saying it could be used against him. If you’re being honest, why would that matter?
It’s now been over two weeks, and I’ve heard nothing.
Honestly, I doubt he ever contacted Hoyoverse. Believe what you want, but I’m sharing my experience to warn others. He’ll probably leave me a bad review in response, but that’s fine as I always pay first before receiving accounts, and I stand by my credibility.
I don’t think he intended to scam me from the start, but he definitely took advantage of the situation when the opportunity came up.
