The 5* characters are: Ayaka (signature weapon), Venti (signature weapon), Raiden, Yelan, Zhongli (signature weapon), Ganyu (signature weapon), Shenhe, Klee, kokomi, Keqing, Mona, Jean (c1), Qiqi (c1), Diluc (c1)
I have 24/25 4* character, the only one missing is Heizou, you can try to pull for him if you really want. The 4* I am using the most are Xiangling (c6), Xingqiu (c6), Rosalia (c5), Bennett (C4), Sucrose (C3), Ningguang (C6), Beidou (c6). The rest are c3-ish.
You can check the weapons in the screenshots for reference, most of them are BiS for the chosen character.
I also have 100+ well built artifacts, tons of materials, 16 million mora, etc. (check screenshots for reference)
Most regions are100% complete, except the underground mines, which I didnt have much time to explore. I was too busy to play this game, so it was only 50% as I only finished the main quest line.
All top-up bonuses are available. I only bought WP and BP before (I stopped like 2 months ago).
