Nature of Fraud/Scam: Scammer bought 2 of my csgo accounts. A month later he dispute on paypal said he never receive it.

He bought one of my csgo account on April 11 (ebay) and I even received a positive feedback for it.
Bought another one of my csgo account on April 22.
I delivered the account via ebay's message:
He disputed both of them before this, but he closed it so I let it slide:
Today, he opened them again:
and he sent me this message on skype:
