So I did a transaction with G0dTier. He purchased my lotro account but
unfortunatley the paypal did not go through yet and I should have recieved
an email for paypal that the money was coming. I sent the person a skype
and PM to verify my email is correct and to re submit payment. If this
person does not come through I believe you need to look into this account
and BAN it.
Please get back to me with a reply.

Start a dispute as i mentioned and then we will notifiy him and we will go from there.
