Do not go first, I contacted him to purchase his account and he insisted that I go first, even though I had more feedback.

I agreed, then he said he had to change his secret Q and A.

I then waited another 30 mins, then he said he was not interested.

Quite possibly a phished or hacked account, be careful. He probably could not change the Q and A due to the account not being his. Will give him neg feedback when my ratings reset.
